How We Ranked the Cheapest Countries to Retire
Monthly costs come from Numbeo city pages, read on 7 October 2026. Each total adds Numbeo’s estimate for one person without rent to the rent for a one bedroom apartment outside the city centre.
Costs vary by city, so each country is measured in one retiree city, named in its section. A different city in the same country will give a different number.
Visa thresholds come from official immigration pages, consulate pages, or the law itself. Each one is stated as of 7 October 2026. Thresholds change, so confirm with the consulate before you apply.
Healthcare readings use Numbeo’s Health Care Index by Country, 2026 Mid-Year, where a higher score is better. Medicare rules come from Medicare.gov and safety levels from the State Department at travel.state.gov, both read on 7 October 2026.
Dollar conversions use the European Central Bank reference rates for 7 October 2026. Twelve countries went in, and nine came out, ordered by cost. Only countries with a real retiree residency route made the cut.

1. Malaysia, the Lowest Monthly Cost on the List
Penang comes in at about $749 a month for one person on Numbeo, read 7 October 2026. That is $519 in everyday living costs plus $230 for a one bedroom apartment outside the centre.
Rent is what keeps the total low. Penang’s rent figure is the lowest of any city on this list.
The retiree route is Malaysia My Second Home, known as MM2H. The official guidelines at mm2h.gov.my, read 7 October 2026, list Silver, Gold and Platinum tiers with a minimum age of 25.
The fixed deposit amounts on that page sit inside an image this check could not read. Check the current requirement with the consulate before you plan around a number.
Malaysia scores 70.7 on Numbeo’s Health Care Index. The State Department rates Malaysia Level 1, exercise normal precautions, in an advisory dated 22 February 2026.
The honest caveat: this figure covers Penang only. Kuala Lumpur and other Malaysian cities will price differently.
2. Thailand, a Retirement Visa With Clear Numbers
Chiang Mai totals about $829 a month on Numbeo, read 7 October 2026. That breaks down to $538 in living costs and $291 in rent.

The retiree route is the Non-Immigrant O-A long stay visa. The Royal Thai Consulate General in Los Angeles lists these requirements, read 7 October 2026:
- Age 50 or over on the day you apply.
- A bank balance of at least 800,000 baht, about $23,742.
- Or a monthly pension of at least 65,000 baht, about $1,929.
- Health insurance with 3,000,000 baht, stated as $100,000, in cover per policy year.
Dollar figures use ECB rates for 7 October 2026. Thailand scores 77.6 on Numbeo’s Health Care Index, the second highest of the nine.
The State Department rates Thailand Level 1 in an advisory dated 7 July 2026.
The caveat: the insurance rule is part of the visa. Budget for that premium on top of the $829.
3. The Philippines, the Lowest Pension Threshold
Cebu runs about $851 a month on Numbeo, read 7 October 2026. That is $548 in living costs and $304 in rent.
The retiree route is the Special Resident Retiree’s Visa, or SRRV. The Philippine Consulate General in New York lists the SRRV Classic terms, read 7 October 2026:
- Age 50 or over with a pension of at least $800 a month for a single applicant, or $1,000 for a couple, plus a $10,000 deposit.
- Age 50 or over without a pension: a $20,000 deposit.
- Age 35 to 49: a $50,000 deposit.
The $800 pension line is the lowest income threshold on this list.
The Philippines scores 67.0 on Numbeo’s Health Care Index. The State Department rates it Level 2, exercise increased caution, in an advisory dated 1 September 2026.
The caveat: Level 2 is the national rating. Read the full advisory for the region you are considering before you commit.
4. Ecuador, Low Costs and the Top Health Care Score
Cuenca totals about $888 a month on Numbeo, read 7 October 2026. Living costs are $499, the lowest of the nine, and rent is $389.
The retiree route is the temporary residence visa for retirees, the jubilado visa. Ecuador’s official procedure page on gob.ec, read 7 October 2026, requires a pension of at least three times the basic unified salary.
The 2026 basic unified salary is $482, as reported by El Universo. Three times that is $1,446 a month. Each added dependent needs $250 a month more, per gob.ec.
Ecuador scores 78.2 on Numbeo’s Health Care Index, the highest of the nine. The State Department rates Ecuador Level 2 in an advisory dated 18 August 2026.
The caveat: Cuenca is one city in a country with a Level 2 rating. Read the advisory before you pick a town.

5. Mexico, Close to Home With a High Income Bar
Mérida totals about $1,193 a month on Numbeo, read 7 October 2026. That is $731 in living costs and $462 in rent.

The retiree route is temporary residency by economic solvency. The Mexican consulate in San Diego lists two ways to qualify for 2026, read 7 October 2026:
- Income of at least $4,049 a month for the last six months, from employment or a pension.
- Or an average balance of at least $68,241 over the last twelve months.
These figures come from the San Diego consulate. Confirm the current numbers with the consulate you will apply through.
Mexico scores 72.3 on Numbeo’s Health Care Index. The State Department rates Mexico Level 2 overall in an advisory dated 29 May 2026, with separate ratings by state.
The caveat: the income bar is the highest on this list, so many retirees will look at the savings route instead.

6. Colombia, City Value With a Level 3 Advisory
Medellín totals about $1,405 a month on Numbeo, read 7 October 2026. That is $803 in living costs and $603 in rent.

The retiree route is the M visa for pensioners. Colombia’s Foreign Ministry page at cancilleria.gov.co, read 7 October 2026, requires a pension of at least three times the monthly legal minimum wage.
It accepts pensions paid by a state or a private fund, with an apostilled certificate of the monthly payment.
The 2026 minimum wage increase has been reported as suspended by Colombia’s Consejo de Estado, so the dollar figure is unsettled. Check the current requirement with the consulate.
Colombia scores 68.9 on Numbeo’s Health Care Index. The State Department rates Colombia Level 3, reconsider travel, in an advisory dated 31 March 2026.

7. Greece, the Only European Country in the Nine
Athens totals about $1,600 a month on Numbeo, read 7 October 2026. That is $940 in living costs and $659 in rent.
Athens rent sits well below Porto at $959 and Valencia at $1,066. That gap is what kept Greece ahead of Portugal and Spain.
The retiree route is the Financially Independent Person residence permit. No official Greek government page carrying the income figure could be reached in this check, so check the current requirement with the consulate.
Greece scores 58.6 on Numbeo’s Health Care Index, the lowest of the nine. The State Department rates Greece Level 1 in an advisory dated 23 October 2025.
The caveat: island cities such as Chania on Crete will price differently, so treat $1,600 as an Athens number.
8. Panama, the Classic Pensionado Program
Panama City totals about $1,732 a month on Numbeo, read 7 October 2026. That is $858 in living costs and $874 in rent.
The retiree route is the Pensionado permit. The requirements sheet from Panama’s Servicio Nacional de Migración, read 7 October 2026, sets these terms:
- A lifetime pension of at least 1,000 balboas a month, or the equivalent in foreign currency.
- 750 balboas a month if you personally bought property in Panama worth more than 100,000 balboas.
- 250 balboas a month more for each dependent.
Panama scores 61.8 on Numbeo’s Health Care Index. The State Department rates Panama Level 2 in an advisory dated 19 August 2026.

The caveat: rent drives the total here. Panama City rent is the highest of the nine.

9. Costa Rica, a US$1,000 Pension Route
San José totals about $1,762 a month on Numbeo, read 7 October 2026. That is $1,004 in living costs and $758 in rent.
The retiree route is pensionado temporary residency. Article 81 of Costa Rica’s General Law of Migration and Foreigners, read 7 October 2026 on the Defensoría de los Habitantes site, sets the minimum.
It requires a pension paid from abroad of at least US$1,000 a month.
Costa Rica scores 64.8 on Numbeo’s Health Care Index. The State Department rates Costa Rica Level 2 in an advisory dated 2 April 2026.

The caveat: living costs are the highest of the nine at $1,004 before rent, so the moderate rent does less work here.
Just Missed: Portugal, Spain and Vietnam
Three more countries were tested and left off this list of the cheapest countries to retire to. Here is why, using the same sources read on 7 October 2026.
- Portugal. Porto totals about $1,768 a month on Numbeo, with $810 in living costs and $959 in rent. That is $6 more than San José. The D7 visa is the usual retiree route, so check the current income requirement with the consulate. Our Portugal cost of living guide has the detail.
- Spain. Valencia totals about $1,889 a month, with $824 in living costs and $1,066 in rent. The Spanish consulate in Washington sets the non lucrative visa at 400 percent of IPREM, which it states as €2,400 a month for 2026, about $2,682. It lists Social Security benefits as qualifying income. See our Spain cost of living guide.
- Vietnam. Da Nang totals about $792 a month, with $447 in living costs and $345 in rent. That would rank third, but Vietnam has no retirement visa, so it cannot make a list built on retiree residency.
Where Social Security Goes Furthest
The average Social Security benefit for retired workers was $2,074.53 a month in January 2026. That is the latest month on the ssa.gov Monthly Statistical Snapshot, read 7 October 2026.
Here is how that average compares with each published pension threshold. This is arithmetic, not advice, and your own benefit may be higher or lower.
- Philippines, SRRV Classic at $800: the average clears it by $1,274.53.
- Costa Rica, pensionado at US$1,000: the average clears it by $1,074.53.
- Ecuador, jubilado visa at $1,446: the average clears it by $628.53.
- Thailand, O-A at about $1,929: the average clears it by about $145.
- Spain, just missed, at about $2,682: the average falls short by about $607.
- Mexico, income route at $4,049: the average falls short by $1,974.47, which is why the savings route exists.
Panama sets its threshold in balboas, and Malaysia, Greece and Colombia had no readable dollar figure in this check. Confirm those with the consulate.
On cost alone, the average benefit covers the full monthly estimate in all nine cities. In Penang it leaves about $1,325 after the $749 month. In San José it leaves about $312.
Social Security only counts where the program accepts it. Spain’s consulate names it, Mexico’s San Diego consulate accepts pension income, and Costa Rica requires a pension paid from abroad.
Healthcare After Medicare
Medicare.gov, read 7 October 2026, states it plainly: “Medicare usually doesn’t cover health care while you’re traveling outside the U.S.” The exceptions it lists are narrow, such as certain cruise ship and Canada travel cases.

For the three cheapest countries, here is what this check could confirm from official sources:
- Malaysia: Health Care Index 70.7. No official public price for retirees was read, so get private quotes before you apply.
- Thailand: Health Care Index 77.6. The O-A visa itself requires 3,000,000 baht in cover per policy year, per the Royal Thai Consulate General in Los Angeles.
- Philippines: Health Care Index 67.0. The SRRV Human Touch option requires an accepted health insurance policy, per the Philippine Consulate General in New York. No official premium figure was read.
Two countries further down the list publish public system prices:
- Mexico’s IMSS family health plan charges MX$20,600 a year for ages 60 to 69, effective 1 March 2026, per imss.gob.mx. That is about $1,139 a year at ECB rates. The page does not say whether foreign residents can enroll.
- Ecuador’s IESS voluntary affiliation costs 17.6 percent of declared income, with a minimum of $84.80 a month, as reported by Teleamazonas. The report does not say whether foreign residents can join.
